I’m a first time landlord. Is a credit and background check all you need?
I thinking of asking for prior month’s paystubs as well to verify income.
Also I like to know if recent immigrants have credit history. If not, should I rent to them?
Yes, immigrants have a credit history, if only the date of their immigration, their employer at that time and their address.
Ask for pay stubs and their last 2 landlords. CALL the landlords and employer. Do not only verify that you are talking to the real people, but that the information given is correct.
Be careful with immigrants, there are cultural differences on how to treat property, you might be in for a shock.

You need to screen your potential tenants well.
You should require a credit, criminal and court record check.
You should be checking and verifying their income, employer and past rental references.
You should put in place minimum requirements, which applicants must meet, in order to qualify for your rental.
The basics are no evictions, convictions, bankruptcies, collections or court judgments.
Also, reject anyone that left a past rental owing the landlord money for rent or damages or paid rent late habitually.

you may also want to do a criminal background check and call the employer that these people put down and look it up sometimes they give their friends #s to pretend they have a job when they really dont

Aside from running the criminal background check and credit check, you should also call their place of employment to verify that they are really employed..
Any flags on the credit and background check should be taken seriously, think twice before renting to anyone with past convictions, arrests, warrants, bankruptcies, fraud, etc.
